School exclusion training: School Clerks

Who is this training for?

Clerks to school governing boards/academy trustees (or other staff who have a designated role to support the school’s governing board or academy trust), to arrange a meeting for the governors/trustees to consider reinstatement of an excluded pupil.

This session has been designed for a clerk (or other school staff acting as a substitute to a formal clerk) with little or no knowledge of statutory exclusions guidance, and never arranged or attended a meeting where governors/trustees have been legally required to consider reinstatement of an excluded pupil.

Please note this session is not suitable for booking by clerks requiring training to act as a clerk to an independent review panel in the case of a permanent exclusion.

  • An introduction to statutory guidance: Suspension and permanent exclusion from maintained schools, academies and pupil referral units in England, including pupil movement published by the Department for Education in August 2024.

  • Informing all parties of the details for a meeting for governors/trustees to consider reinstatement of an excluded pupil, as well as collating the papers for circulation.

  • Scenarios which might occur during a reinstatement meeting and how clerks can provide advice and guidance to the governors/trustees.

  • Role for clerks after the conclusion of a meeting where reinstatement of an excluded pupil was considered by governors/trustees - notifying all parties of the decision.

  • An overview of the independent review process and making arrangements following a parental request.

  • The role of clerks if the panel recommends or directs the governors/trustees to reconsider their decision.

What is helpful to know?

This session can be booked by a Clerk from a school or academy trust (or by anyone else who isn’t the official Clerk but who will conduct similar duties around organizing an exclusion meeting and recording the content).

  • This session will be facilitated by Lee Kennedy.

  • A Microsoft Teams link for the session will be sent to participants within the booking confirmation email.

  • It is advisable to join via the Teams link a few minutes before the session starts to ensure you have connected successfully.

  • This training links to the statutory exclusions guidance published by the Department for Education in August 2024, therefore will be for schools and academies in England only.

  • This training is for clerks to governors/trustees in cases where they are required to consider reinstatement of an excluded pupil and not for clerks designated to support panel members at independent reviews.
